عندما يتجاوز الفساد الاقتصادي الحدود... تتغيب ثقة المواطن في الدولة الليبية

مؤشرات خطير تشيد بالفساد الاقتصادي في ليبيا مع الانحلال الكامل للدولة الليبية، فسادا يتجاوزه المواطن الليبي العادي والبسيط الذي يعاني في معيشته اليومية في ضل دولة نفطية أصبح الفساد الاقتصادي احد أركانها الأساسي وأكثر الدول فسادا اقتصاديا من ضمن حوالي 180 دولة أجنبية.

إن ليبيا تفتقر الى الاستطلاعات الرأي التي تجرى في مختلف الدول من حين الى أخر ولكن الأوضاع الراهنة في ليبيا اليوم تشير الى تراجع الدولة الليبية في كل لحظة من مكتسبات ثروتها الطبيعية الوطنية، مما يعمل على عدم التطور والنمو الاقتصادي الليبي باختلافات سنوات قياسية.

إذا نظرنا الى ليبيا في الأحقاب الماضية نرى مؤشرات تبدو غير مرضية في التطور والنمو الاقتصادي الوطني ولكن اليوم قد زادة عن حدودها رغم تصريحات السلطات التنفيذية الليبية المتعددة والتشريعية في الدولة الليبية.

الفساد الاقتصادي ومكافحته هي مهمة الدولة الليبية وليس مهمة المواطن الليبي بعد الثورات العربية التي اجتازت الدول العربية فحولتها من دول شبه مستقره الى دول معدومة الأمن والأمان والاستقرار.

لم يتخفف حدة الفساد الاقتصادي في ليبيا بعد ثورة السابع عشر من فبراير بل زاد عن حده في قضايا الاقتصادي المؤسساتي مما وصل الإنفاق العام في الدولة الليبية الى أرقام خياليه بغير حسيب ولا رقيب ولم تعطي الدولة الليبية السماح برنامج الإصلاحات الاقتصادية لرصيد الإجمالي المديونية لتقوم على فرضية المليارات الدينارات الليبية المنفقة خلال الأعوام الماضية.

لكن الناتج المحلي الليبي أصبح يتدهور ولا يمكن بأي حال من الأحول الاعتماد عليه عند الموازنة الليبية، مما  جعل الدينار الليبي يتسارع في الهبوط مع ارتفاعا غير مسبوقا في الأسعار العامة في بمعدل نسبة المديونية الى الناتج الملحي الليبي، ومن الطبيعي جدا يرتفع نسبة نمو الناتج المحلي الإجمالي بالأسعار وهذا يعني إن المليارات الدنانير الليبية لم  تعود في التداول الاقتصادي الليبي مع ارتفاع المدينة المسموح بها.

إن الفساد الاقتصادي الليبي يعمل على  ارتفاع الدين العام الداخلي والخارجي بمقدار المليارات من العملة الصعبة التي في حوزة مصرف ليبيا المركزي من عائدات النفط والغاز الليبي المستثمرة والمتواجدة في أرصدت ليبيا  الخارجية.

أي أن الدولة الليبية اليوم قد تجاوزت الخط الأحمر بمقدار وقفه على الانهيار الاقتصادي الليبي الكامل ووقع الفأس على الرأس مع نهاية السنة القادمة حتى تتمكن ليبيا من العمل في النهج الواقعي في الإصلاحات الاقتصادية المرسومة لها من البنك الدولي.
