ايطاليا وبريطانيا الفاعلين الإقليميين .. وعودة قوة قصر الاليزيه بمؤتمر دولي الى ليبيا العمليات العسكرية التي بدأت في ليبيا في مارس 2011، من مختلف البلدان في أعقاب قرار 1973 لمجلس الأمن الدولي ومن ثم جمعت تحت سلطة حلف الناتو " حلف شمال الأطلسي " مع إنشاء " الحامية الموحدة ". مبادرة فرنسا وبريطانيا الى "الحامية الموحدة"، كانت في قمة قصر الاليزيه، من مبادرة خاصة بين الدولتان، لتم فيها مشاركة العديد من الدول في التحالف الدولي   ضد العقيد معمر القذافي وبأمر خاص من رئيس الجمهورية الفرنسية. لم تترك فرنسا دورها السياسي الكبير على المشهد الدولي منذ فبراير 2011   الى يومنا هذا وحتى من بعد عمليات ما سمي بقمع أول مظاهرات سلمية في شرق ليبيا. فرصة ايطاليا هي فرصة كانت عند وجهة فصل المسألة الليبية على هامش النقاش داخل الطبقة الحاكمة والرأي العام الايطالي ولكن تم التقاعس في فن أداء الحكومة الايطالية من المسألة الليبية الشائكة بين الأطراف المستفيدة دوليا. بعد قصف مدينة بنغازي من قبل طائرات النظام الليبي السابق، اقترحت فرنسا على شراكتها لتطبيق عقوبات ضد النظام

Il lavoro che si limita a coinvolgere le forze nazionali interne libiche per trovare soluzioni al processo pratico e accelerare la risoluzione della miserabile situazione politica, funziona nel paradosso che il lavoro politico in Libia è protetto dai muri delle Nazioni Unite fortificato. Il lavoro politico che svolge i suoi compiti senza riguardo alle condizioni e agli sviluppi che stanno lavorando per confondere le dichiarazioni vuote sull'arena politica, che non servono entrambi gli interessi delle Nazioni Unite e delle figure libiche nazionali.  Ghassan Salama non ha richiesto un'azione politica sincera, che lavori per raggiungere gli sviluppi interni della questione libica nel suo insieme.      أهي خطته للخروج من الأزمة الليبية آم الأصح خطة للخروج من خارطة الطريق   العمل القاصر عن إشراك القوى الوطنية الليبية الداخلية من أجاد الحلول العملية الممنهجة والإسراع لحل الأوضاع   السياسية المزرية والتي تكمن في المفارقة في أن العمل السياسي في ليبيا يحتمي بأسوار الأمم المتحدة الحصينة. العمل السياسي الذي يباشر مهامه دون النظر للأحوال والمستجدات التي تعمل على إرباك ساحتها السياسية بتصريحات جوفاء لا تخدم سواء مآربهم شخصيات غير وطنية.   غسان سلامة الأممي لم يقتضى به العمل السياسي المخلصة الذي يعمل على تحقيق المستجدات الداخلية للقضية الليبية برمتها. خطة الطريق لم تستطيع انجاز خطواتها ومرحلها الثلاثة المتتالية أو المتوالية لوجود أنواع الاحتكاكات بين الأطراف السياسية المتنازعة على السلطة والنفوذ دون وجود شرعية دستورية تقنن لهم العمل السياسي في ليبيا. الضيقة السياسية الليبية متوقعة في الأصل من التشريع الليبي ودستورية الدولة الليبية التي تنظم الانتخابات الرئاسية والتشريعية لهذا العام والتي تتصارع معها دول العالم والدول الإقليمية العربية والإسلامية التي تريد أن تعزز
